I think Wordfast ( [url removed] ) is a suitable CAT tool for you. As I know it is free (but can only save 1000 translation units to Translation Memory) but you can use Background Translation Memory.
You can try Wordfast Classic, Wordfast Pro or Wordfast Anywhere.
