Yes, I thought of that too. The Chromebook is cheaper than a spare computer, but not by much.
Chromebook: €200
Small but usable Windows computer: €250-300
One great advantage of Chromebook in an emergency situation is that you can share the computer with other people, without giving them any access to any of your files. Even if your Chromebook gets taken from you (whether by a thief or a police officer), and they break out the hard drive, they still can't get any of your files, because your files are in the cloud, and the only way to access it is if they know your password. (If you start using offline tools on a Chromebook, then that advantage obviously falls away.)
