Whenever a tool says "TMS" instead of "CAT", then it's aimed at middle-persons, i.e. managers and execs. So, you can be sure that the emphasis will be on dashboards, graphs, metrics, workflows, processes, assignments, monitoring and all that peripheral work that justifies the cut they take while other people (translators) do the actual work that matters.
In such tools, the translation editor part of the software is guaranteed to be sub-par.
