How should your client know that you didn't just forget a particular segment?

If a segment is identical in the target text, I copy it. If the translation of a segment is "blank space" in the target language (which does happen, at least in my language combination), I leave the target segment blank and set the segment status to "translated".

The bilingual file is only an intermediate. In the final translation all segments will be there, and I have used lots of different software, like SDL Studio, WFP, Transit. Copying numbers will fill the TM with useless stuff: "Oh, my TM has one hundred thousand segments, ninety thousand of them are numbers".

When you fill in those pseudo-translated segments the software will count them as translated and you will invoice for work you did not do. With WFC I usually invoice according to the report after clean-up, which shows the number of translated words and characters.
