Opposite to what overly protective CAT vendors say, not-exact "fuzzy" matching is not the secret life of computer-aided translation, but a relatively simple [b]hashing[/b] at a phrase level, coupled with a many-to-one database. Nowadays in a simplified framework it's a feasible project under some $15, yet may require tweaking for better speed-to-quality ratio.
