I tested OmegaT (desktop for Windows, but there are versions for other operation systems)
+ MicrosoftTerminology.tbx ( [url removed] )
+ hundreds of StarDict dictionaries ( [url removed] )
+ Microsoft MT (or MyMemory Machine, other MT integration is availaible).

I can understand the text translated this way into Czech. I made some ZH-CN to CS-CZ glossaries on-the-fly by translating.
