Maxprograms has utility called Mtf2tbx.exe ("MARTIF to TBX Converter"). The version on my computer is from 2007. It formed part of a package called "MaxprogramsUtils-1.0-0.exe". It launches a file named "martif2tbx.jar". I could not get it to work (got programming related error messages).
I don't see this utility on the current Maxprograms website, but maybe it's included in Swordfish these days...?
Added: Trados Translation Workspace's TM format is a multi-file format, and one of the files is a file with the extension ".mtf", which is a binary file format that is entirely unrelated to MARTIF (as far as I can see). So, keep that in mind when you go hunting.
