Found it: it's on the "View" tab but you have to have a very wide screen otherwise the option is not visible.

Yes, that appears to be so. When I'm in the dialog to create or add a TM, the "create" dialogs do not give me the option to create an AnyTM TM, but the "use" dialog does give me the option to select an existing TM as the "AnyTM" TM. So my guess is that you have to create the relevant TMs separately and not during project creation, and then add those TMs to the project as AnyTM TMs.
